I got this same error and it was resolved finally by recreating my app
server domain that had become corrupt.

RESOLUTION:

Corrupted cache on application server is the primary cause for this
issue. Shutdown the Application Server Domain, Delete cache for your
domain. The cache files can be found under
$PS_HOME/appserv/DomainName/CACHE. Delete all the directories under the
CACHE directory, they will simply be numbered 1, 2, 3, etc.. up to the
number of PSAPPSRV processes that have been started for this domain.
After doing this restart your domain. That will help in resolving the
problem. If the problem persists your PeopleTools table versions may
need to be updating. Running the Application Engine program VERSION will
resolve this issue. Before running this program, shutdown your
application server domain(s) and delete their cache files.
